I never played any sports at all. But I was beat up every day in school from kindergarten through 6th grade. Because I wore glasses they would not hit me in the face, but rather punch me in the back or on top of the head. Then there were motorcycle accidents, falls from high places, a car accident, numerous bicycle crashes, and just bonking my head at work when I worked construction. So this does not have to be just sports people.

You should not allow minors play football . There is risk of injury with any physical activity but you get hurt playing football correctly .
