Fellowship is same, Whether it's good or not, that's subjective. Many NITs lag in infrastructure, so that makes them not so good for PhD, so when you are choosing an NIT, make sure you check out everything.

Always there is possibility. You should apply from best iits to good iits and some good dst institutes. My rank was very poor last year but I got the admission in a decent research institute. So u can also get. @Vikas Yadav
