Hi, Australian here. It is true that 90% of koalas carry Chlamydia; however, it is a different strain of bacteria that affects them so humans cannot get Chlamydia from touching a koala. What could possibly happen is that an infected koala spreads the disease to another animal (through its urine or feces) and a human could (although rare) contract the disease from that animal becoming livestock. The reason you are required to wash your hands after touching a koala is the same reason for touching any animal; to avoid getting sick from germs. Chlamydia is actually a very serious issue for koalas. Wild koalas with the disease are admitted into wildcare hospitals and are treated with antibiotics; however up to 50% of koalas admitted into the hospital do not survive. A major contributor to high mortality rate is the development of reproductive cysts, resulting in female infertility and euthanasia.
