going off ears here but im guessing its 4/4 in quintuplets then using the sixteenth notes of that 4/4 pulse to modulate to various other feels, one of which is that 6/8 feeling groove

yes majority of it is in 4/4 quintuplets (5 beats per pulse). The chorus modulates to triplets in a weird way. Search up "Art of drumming HQ - Flaneur" he explains the song structure pretty well

It modulates to triplets by using every third quintuplet as the new quarter note pulse. And that Art Of Drumming HQ video/channel is a great resource!
