you're genuinely stupid if you think that's why he didn't answer well. He couldn't answer succintly because he was asked a question that is designed maliciously to force the answerer to answer as if the its a binary question. As PM, he is responsible for leading an entire party that needs to appear aligned in values. This is why party structure has whips and so on that create policy that the entire party can support. He was searching for a way to answer in a way that did not put either him or other members in labour in hot water as they do not all share the exact same opinions on trans rights - as they would not, a large group of diverse people. This question actually has very, very little to do with actual women's rights - its just a political gotcha game that allows the nationals to play it however they like. I suggest you maybe consider next time that your immediate knee jerk response came out of extreme bias where you were simply reading his response as how you wanted to.

I believe, to start with(old English), it simply meant 'a female'. Granted, times change, definitions change. But we can assume with a fair bit of accuracy what the reporter was meaning. Should the definition of the word woman change? What is the truth anymore, can we change any word to mean anything?

Roughly 5 in every 10,000 babies are born with ambiguous genitals. Depending on the parents decision, some of those have sex assignment surgery to make them male or female. That assigned gender may or may not be what they identify as later in life. So are those kids male or female if they started off as kinda both?
