I provide the basic instructions, everyone else is free to use whatever they want. This was a Dollar Tree craft, and Dollar Tree, in my town, does not carry fairy lights.

I got a few of these last year with the intention of making these frames. Do you think i could cut a piece of cardboard to cover the whole back of the frame and glue it in place instead of fitting the back piece in the frame? I am thinking that will give the lights some space but also want to make sure the picture stays in place so maybe i can put the picture in, tape the lights in place, then put a line of hot glue along the whole edge of the picture where it touches the frame to hold it in. I could also glue the back piece to the outer cardboard piece so it can still have the backing hardware or stand. I think i will try this!
