I would imagine that the advantage a person with snow manipulation has over ice manipulation is that snow is more malleable and so they would be able to create constructs that can change and shift. Were as an ice manipulator can create constructs that are more stable but are static. Like somebody with ice manipulation could make a wall of ice, that wall may be more solid then one made of snow but the ice wall would be a stationary object. But the snow wall would be able to change into something else or otherwise be manipulated.
