Yes this was a beta cart given to store owners and developers before game was released to get feedback. Lavos was not meant to be accessed obviously, it wasn't fully coded in yet, but the ROM was released online so we are able to access all sorts of areas that were originally locked out in the beta cart. You can tell Lavos is just 200 health only. And if you defeat him, the game locks up.
