Most likely the reason why they used the old chuck e costume is either they did not have the costume for new chuck or they most likely had the new costume of the new chuck but wanted to use the older one to not damage the new one

You know, yesterday, I went to a fundraiser event inside of Chuck E. I was just about as good as this Chuck here except my manager didn't want me to get too excited. Because the difference is that what I was doing was visiting every classroom from room to room. I wasn't out on the yard. There was one part though where I did go to a playground with children playing on it which in which case I was just like this Chuck here. I just acted more calm in classrooms out of respect. But I still made it fun and exciting.
