It is different, yes, but the point of the five different options with the Drive System is to bring in a version of a mechanic from Street Fighter 1, 2, 3, 4, and 5. Special moves, a Super/CA type thing, parrying, a Focus Attack-like technique, and something drawn from the V-System. All possible in various combinations. Has good potential-stay tuned.

Smug to answer some of your questions: The 1st guy named is "Damnd". He was the first boss in Final Fight. ParaDise is a reference to Gill and his ending from 3rd Strike. Ken retired after winning the US Martial Arts Championship in 3rd Strike. Did you notice that Gen's stage is shown at the top-left of the Madison Square portion of the video? Jamie is will be SF's 1st drunken master fighter. Chun-Li may have moved to New York and the girl she is sparring with could be one (or the very same girl from 3rd Strike) of her students. And Luke now have Sean's old Shoryuken. As for the mechanics, I'm more concerned about the "ink" moves. They seem different from the excel moves and may or may not have armor features. They look to be an more offensive version of the "focus" attack. Could the new system be the merger of the "Focus Attack" and "V-Trigger/ Skill"? If there is anything I must be worried about: it is the possibility of an "O.C." in story mode. I much rather that be for the online lobby, and not story. And more importantly I wish they would restore Chun-Li's booba-- she got a major reduction. She looks incomplete without the tah-tahs.
