Based on the example given, I wouldn't get indemnified?

It depends on the perils on your policy. If "riot" is a covered peril, then yes, you would be indemnified. But if "riot" isn't included on your policy and you're trying to get coverage as a "fire" loss, you likely wouldn't be indemnified.
