with this change of syllabus do i need to purchase the 28th edition manual review or the 27 is not very much outdated in some parts?

Not much change in new edition. You can still go ahead with 27th edition

Does this exam require any industry OR PROFESSIONAL experience to sit for the exam?

Not required at the time of writing exam. But for applying for certification, you need work experience of minimum 5 years (you can claim 2 yrs exemption for the degree you hold)
