In 1885 the Qing dynasty tried to negotiate an outlet to the Sea of Japan at Posyet Bay, south of Vladivostok. Because Russia wanted a strip of land neighboring Korea they purposely denied China access to the Sea of Japan. The 15 km strip of land is what remains blocking China's access to the sea.
