Man it's been a while since the last time I watched your series. I wanted to watch part 8 and part 9 but me and my family are in a transition period since we just moved into a new home. The amount of detail and effort put into a small town instead of a big city is just so amazing. With big cities you can only do less detail, compared to smaller towns.

Start with a nice LUT. There are several hood ones in the workshop, plus it has no effect on the cpu performance. Then "Relight" by Ronyx69. Those are my basic mods recommendation. No actual parking spots in the underground area? I am guessing you do not use the realistic parking option in TM:PE? With the first person camera mod or that mod that allows one to view vehicles in first-person it should be possible to see under there as well.
