If Dc and the Territories ever become states, I think they should up the number of seats. Not by too much though.

If representation is based on population then how can a limit be set? Whos idea was that to where it hasn’t been changed since 1911? It seems to me the census process would need to supress population numbers to fit the limit. Or is that where gerrymandering comes in I wonder...

No they did not decide in 1911 to start adding seats they did that in 1929 with the permanent apportionment act

unfortunately this video lacks mention of the 1789 Congressional apportionment amendment which currently awaits ratification. It is arguable the most important issue in governance on Earth yet nobody can be bothered to mention it. so sad.

@@bryonwatkins1432 Yep when I finally realized that the founders of America fought the revolutionary war so that Americans could have a representative government with a grass roots representation ratio of 10,000 voters per Congressmen and the founders of America the 1st congress passed the 1789 Congressional Apportionment Amendment intending to ensure that no free American ever had less representation than about 17,000 voters per Congressmen worst case, I was shocked, that Americans have been so mistreated and mislead, misinformed and indeed robbed. The 10,000 voters per Congressmen representation ratio enabled empowered the growth of a middle class in America. In the 1790s there was about 10,000 voters per Congressmen In the 1790's there was about 50,000 slaves per Congressmen as slaves were counted at 3/5ths of a free person, and initially there were 30,000 people including women and children per Congressmen, 30,000/(3/5)=50,000 slaves per Congressmen. Today there are about 550,000 voters per Congressmen in 2020 there are about 720,000 Americans per Congressmen including children. Thus American voters today have 55 times less representation in congress than they had in 1790's That means Americans expect each congressmen to do 55 times more work than a 1790's congressmen. Looking at it another way at 10,000 voters in a 2000 hour work year that means potentially a Congressmen could spend 12 minutes with each voter per year and redress their grievances. Today in 2020 at 550,000 voters in a 2000 hour work year it means each Congressmen has less than 15 seconds to spend with each voter to redress their grievances. This is a violation of the 1st amendment Congress shall make no law which prohibits Americans from seeking redress of grievances. Also very noteworthy it costs about $1 million per year in campaign donations for a Congressmen to reach 550,000 voters for the reoccurring elections every 2 years, this empowers the campaign donors who receive the lions share of representation of interests in governance at the federal level. In Contrast at 10,000 or even 35,000 voters per Congressmen it will mean a determined candidate could walk at $zero costs walk door to door and campaign over the course of a year or two years to and meet with and ask each voter what interests they would like to have represented in Congress, thus empowering the people not the campaign donors. Who would you vote for, someone who came to your house and sat down with you and your family and asked you what interests you would like represented in Congress and discussed the merits of those interests with you and others, or some guy you saw on tv, who you never met who could care less about your interests because your one in 550,000 voters, and they have campaign donors interests that they need to make happy so they can get more campaign donations for their reelected in 2 years in the perpetual campaign cycle? The grass roots representation ratio empowers not only the people but also the Congressmen with much needed information garnered from every voter who they speak with about how to resolve all of societies issues, currently at the horrible subslave representation ratio in Congress only the campaign donors interests are ever represented, and guess who pulls the economic campaign donor purse strings in America, right the bankers who loan money to whoever THEY want to taking money from the 330,000,000 Americans and giving it to whoever the bankers want to, it is subslavery. Most people dont understand every bank loan is subsidized by the whole society immediately devaluing the currency possessed by the rest of society, and then on top of that immediate theft devaluing the currency of every american the bankers get the loan paid back to them with interests, thus every loan the bankers make gives them 100% of the value of the loan over time plus interests to the bankers, its completely abusive and absurd, its like a vacuum sucking all the produce of the labors of 330,000,000 American and redistributing it to the bankers and their cronies. When you understand this you can understand why no banker crony news organization ever ever ever ever ever ever mentions the 1789 Congressional Apportionment Amendment they cannot they were created specifically to never ever ever ever ever mention the 1789 congressional Apportionment Amendment, you might then be able to perceive what a circus the banker have turned America into. Now that women can vote once the 1789 Congressional Apportionment Amendment is ratified instead of the intended about 17,000 voters per Congressmen there will be about 35,000 voters per Congressmen, and about 6000 Congressmen providing much needed oversight of the American government but that is still much better than slave representation ratios of 50,000 slaves per Congressmen, and much much much much better than subslave representation ratio of 550,000 voters per Congressmen. A slave in the 1790's had 11 times more representation in Congress than modern American voters do in 2020, its completely absurd and abusive, it is the underlying reason for all the evils in the American society. Our Ancestors fought so that we the people of America would have a representative government of by and for the people and it has been stolen from us little by little over 230 years.
