Any organic waste like animal dung, kitchen waste etc when get composted, become manure or fertilizer and can be applied to plants.

That's all right. You can apply the first one only. But sea weed contains various types of nutrients especially micronutrients which is essential for proper growth of the plants. If you add pgp fertilizer also, that would work to enhance growth rapidly. So as a spray use sea weed and PGP fertilizer too.

My rose plants receive sunlight from mrning 8to evening 5. The top soil is hot in evening. Is it necessary to give mulching by dry leaves. I get dry leaves here. Or is it ok. Only one plant leaves r yellow n not growing n others blooming n growing. I give only yr rose fertilizer n spray. Pl guide abt mulching will it help.

Mulching is a great way of regulating temp of the soil. You can use dry leaves, wood chips, coco coir, etc for that purpose.
