I mean if you think about it from an archaic/ancient mentality. Think about what a city that had access to sculptures from marble had culturally in comparison to a city that was gawking at the magnificence of underwater sea gems from shells. I think that a lot, if not all, of the small differences in the luxuries make great sense.

I get really frustrated with the difficulty ramp in this game. It seems harder difficulties are completely unfair in the early game when there is very little you can do but in the last game the AI becomes a complete potato and doesn't offer up a fight.
