Mam after IAS It's IA&AS in terms of promotion..Kindly Refer the Report...SAG level is almost 18 yeras in IDAS,whereas in IA&AS is at par with IAS i.e 16 yrs

Anandhu you can even apply after PhD but there are many who fail to clear UPSC even after passing out from IIT. The minimum educational requirement is graduation.
