The "loans" issued between central banks are not really loans. The European central bank prints money and "lends" at very low interest rates (almost 0%) to Governments in Europe. This way everyone can be in debt to everyone else, but no one really had the money to lend out in the beggining. The price is paid by European savers, who lose the purchasing power of their money and are forced into speculation on the share market, property etc. It's all basically a legal form of counterfitting.

@MarshallBF Did you watch the video? It specifically covers Italy and Spain owing to each other... No country has zero national debt and in fact debt has been far, far higher in the past. The real issue is a sudden aversion to borrowing which has destroyed market confidence and stalled the world economy. WRT Eurozone debt... if one Eurozone country owes euros to another, this has zero net effect on total Eurozone liabilites. They "spent their loans", but the money still exists somewhere.
