The government hates the nomads and considers them second class citizens. They’re the gypsies of Iran and the government is embarrassed by them. It’s rare that this person is a lawyer. The majority of the adults (especially women) are illiterate. Give someone the power to read and they’ll change their circumstances. The government would prefer the women to be their slaves. They cannot even testify in court except over money matters.
