Not so sure,maybe it's becoz we want only current conduction to be by free electron only which are causes by bombarded of photon of light,as we know that reverse biased never conduct electric current,but if we're connecting it in forward biased the diode 'll conduct by itself even at very low voltages after overcoming the p.b and photon of light bcome unecessary for current conduction.
