Do you mean half shoulder is 8" or 9". If so, first mark 7.5" and then draw the shoulder slope line. Then mark half of the actual shoulder that is 8" and extend the slope line till 8".

Jab hum armhole draw krte hain to armhole bara hojata hai jiske liye agar hum chest line uper shift karege to vo armhole lenght me tight nai hoga agar nai to chest line kitna shift karna hai

Hi, for some body types you will need to adjust the armhole. When you measure if the armhole is big, shift the chest line up and redraw the curves. It will not be tight. Also giving bust darts will give better shape to the garment.
