Exactly, got me confused too. Only realistic scenario where you "would" do that is when you're rolling in gear about to stop and I guess you'd want to hit rev limit. Or as you say, a 2 step only activated in gear, but that doesn't make sense as to how he released both at the same time. Except for only if he put it out of gear before he released them but then why not let of the gas? Oh well.
