Grave cleaning cam be a good thing under these circumstances: 1) You have permission from the family, next of kin, friends, etc, especially more recent graves. People put memorial items up (like dolls, flowers, trinkets, etc)forbthe deceased and don't want them touched. 2) The grave has been obviously abandoned and no one remembers it or cares for it. 3) The graveyard keepers allow you to clean it and follow their rules 4) You are respectful and kind

Personally, while yes, graves getting dirty is sad and unfortunate, it’s also a sign of hope and time moving forward. Cleaning it a little every now and then so people can see the names and stuff is fine, but I feel like making it look completely brand new as a whole creates other problems. Like, say that family with the baby goes back to visit her grave one day, and finds it the exact same way it was at the funeral. Depending on their beliefs, this can either be hopeful, devastating (if they’re someone who believes that time and new growth on the grave means that their baby is still with them), or just plain creepy. If they wanted the grave cleaned, they would either reach out to someone, or do it themselves
