The lights are most likely hazy on the inside too, you can open headlights with a heatgun pretty easy and can't really heat them too much. The easy way to go is to replace just the lens cover or try and remove the haze inside but most likely it isn't going to come out looking good. I modify headlight beams for eu spec as a hobby so it might be tricky for someone else

Front tire blows, fender explodes away from the car, loom destroyed. That was a very not-fun repair (and a pain in the ass to source a single S13 Silvia fender back then). Hey! Have you tried sanding the lights and getting UV resistant clear coat on them? Worked on my R33 Lights. Sanded by hand 400 - 600 and 800 grit before clearcoat. Polishing only introduces wax into the plastic, making it hazy or short term good.

Wet sand the headlights with 2000 grid, then 2500 grid, then use a rough polishing compound and they should be as good as new. Finish it off with UV lacquer and you're all done!

The headlights need to be sanded. The yellowing and hazyness is just the old clear. If you only try to polish you won't remove enough of the old material and will just smooth it out some, as you've got.

As others have said with headlights, wet sanding with 1200+ grit wet and dry sand paper will remove the foggy film, then orbital polish with a cutting compound to remove the fine sanding marks, i used to do this way back in the day to various JDM cars when manufacturers used to mold the lenses with all the writing imprinted in the outside of the plastic. Using a razorblade style scraper, i would meticulously remove all the stamping then fine sand and then cut and polish, it would take me hours to do but would result in such a clean look. Once all this lockdown business has ended and international travel is once again allowed, my first trip is to Japan, i would gladly come and perform the task for free, without the expectation of return, other than singing some merch and taking a few pics... Hello From nanny state NSW. 😂😂😂

As I'm sure others have said those headlights will clean up... use some body rubbing compound on it, or if you need to get really aggressive even a very fine grit wet and dry sand paper first, then polish, then a UV lacquer and they'll be good. I did my R33 headlights with just rubbing compound, didn't even bother with the UV lacquer, and that lasted about 2 years before they needed another go.

There is a clever trick with headlights to make them clear again, you us a small blow torch with a licking flame (so the flame isn't in a point) and slowly work the flame across the plastic, this causes the milky look to go clear. For your headlights, just pass them with a heat gun on both side and they will be good as new in no time, and you can't really fail it either, It can even fix cracks and overall it will make them live longer (works for any plastic btw, not only headlights).
