Most of the people who made them were low-budget video distributors that had high-tech synthesizers and computer effects (for 1980s and early 90s standards, at least). They thought they were really cool, and since they liked them and had the power to make them, they made them. And the end result is something that a couple of guys who distribute video tapes thought was cool but basically everyone else found unsettling and terrifying.

I am from Colombia, and Colombiana de televisión was a "programadora". The programadoras were private TV production companies that made TV shows and news, all the programadoras had their own TV logos, some were good, but others were absolutely terrifying! including this one. We called "la chicharra" (the cicada) or "la hornilla eléctrica" (the electric stove). Many colombian kids in the 80's and 90's like me had nightmares with those logos.

OK, the version of the DiC logo I grew up with had the child saying the name as "deek." I swear to god, the child is actually saying "dick" in the 4:43 variation.
