How does one go about and learn to paraglide ? Would you need a License? Any schools/academies that teach?

In the U.S. a license is not required and yes there is paid instruction you can get. But before you even start down that road do enough research to find out that paragliding is expensive, very time consuming, and not real fun unless you live in a place where you can fly year round and develop your skills. Only the very lucky become as proficient as Dougie and make it look as easy as he does. Cross Country paragliding magazine did a survey and found that ove 75% of people give up the sport after a couple of years. Most said that the actual air time they got even after investing thousands of dollars in instruction and equipment and hundreds of hours of time (mostly traveling and waiting for conditions) was too disappointing to continue. Then there were the unlucky pilots who damaged themselves with a bad landing and could not continue or did not want to. But maybe you will be one of the few who become a sky bum and commit to it as a major lifestyle pursuit, who knows?
