Uganda needs only 80mps, 30 distincts ,20ministers the rest of money should fund subsidize cheap electricity and build industral cities to create millions of jobs and even employ foreign workers like gulf countries

I'm glad , you are seeing the reality ' objectively' ;you have chosen to put things in the open; thank yoy! The truth is the newly created districts exist on to allow some people, mostly ' children of the soil' to access the public service pay roll !Real service delivery is crippled by lack of adequate resource base ; the centre sends peanuts while internally no serious revenue is forth coming !

I disagree with Hon Odonga Otoo on this argument for the first time. Creation of this district has been a fuel for development, has created jobs and has brought prosperity closer to the community. What is needed is close monitoring of government allocation, fight corruption, and u will appreciate it. The population of Uganda has doubled if not tripled. We need the population to have attitudes of development. Just look at Gulu city, look at Lira city, and compare to other districts.

Why is it that when the British run many of its former colonies they were very successful, competent, effective, efficient and transparent. Then when we the indigenous people took power, everything just went downhill. The quality of our administrative work was so poor, never delivered the basic services for our people. Now everybody wants to migrate because we have made Africa unworkable and unbearable to live in.

Dr. Odonga, this is a very good analysis and I expect you have to write this paper and publish it. The findings may make a difference if understood. However, you had been in Parliament and you were there when partitioning the districts were taking place. My question is, was this kind of findings not seen or there were no debates on the possible consequences? I see the debate coming so late to even start because the districts are already created and in operations. In what ways do you think bringing this debate will make a difference?

@@odongaotto3116 it is your knowledge which widen because of the recent Doctorate you achieved based on my own analysis of your posts. I believe if you did not go for your Doctorate study or even if you did not go Parliament at all, I don't think it would have made a different. The new skills and knowledge gained from your Doctoral study in Spain has contributed a lot to your mindset shift. Therefore, if trusted again to go back to Parliament, I believe you will be a very different from Odonga who was there some years back. The impact of personal development. If you decide to work on yourself than you do on your job, you become better and better. I do believe you will continue to be better and better everyday because of the person you have become now.

The system in Uganda is broken,the administrations don't work.these districts don't make sense.it's pointless.

This is really very good analysis, I wish the MPs would not think about their jobs "Job security" Vs the needs of the people they are serving, but debate this. We are really extravagant and worst of all, is money corrupted, and exposed even by parliament during investigations, and nothing changes

Creating a lot of jobs can be done through cheap electricity, cheap processed materials and building more industries because Uganda is becoming a dumping place for Asian products which could be produced by our local citizens .

100% Otto come to the ballot, I can mobilize a minimum of 200 friends in my small capacity. right now there's no serious candidate, bobiwine to my opinion is a youth but not president material, imagine amuriat,katumba. muhoozi. no future. ofkoz many will think others basing on their small brains. I'm not acholi but I know wat is right. 4 God & my country

On top of the large numbet of districis we have church diosesces , chiefdoms all toffer leadership and services However people from large tribes are insensitive to the identity and needs of people from small tribes, in fact they dominate or suffocate them. T he facilitation per adminstrative unit is not fixed, it can be adjust to fit with the current financial situation.

Uganda needs to be federalised. The term has been demonised and made to look like a Buganda issue. But it is needed in addition with amalgamating districts. It decentralised power in the true sense of the word and reduced the patronage that has caused all these unnecessary units.

Your analysis is inaccurate. Kenya has 290 administrative units called subcounties. In Kenya we have a total population of 40m people. Ours too are not economically informed rather politically informed in the name of bringing services closer to the people. However, but if u go the hospital no drugs, doctors, nurses. These units are formed to reward their corrupt friends when they take over power as a compensation to create jobs for their tribes.

Odong, you know the answer. The districts are the lifeline for the regime's survival and as you may be aware democracy is about numbers! The more districts, the more members of parliament the ruling NRM gets. So, doing away with some districts may not be accommodated regardless!

Ug is even lucky that we already have tribal regions that can be put under a premier for each. Acholi region, Lango, Busoga, Teso, Buganda, Ankole, Kigezi, Bukedi, Karamoja, Rwenzori, Westnile and Bunyoro. These can be 12 premiers. Then also reduce parliament and cabinet since each of these regions will have it's administrative structure
TRIBALISM AND DEVOLUTION IS GOOD FOR UGANDA.
