US prisons definitely are more about punishment than reform imo. Even though many rehabilitation programs have been created (job training, educational opportunities, therapy sessions, addiction support, reentry support, etc), they're not as widespread or as effectively implemented as needed. Many of our prison don't have any reform programs whatsoever.

Murderers and grapists have a cozy prison cell with a private bathroom (shower included), a real bed, flat screen TV, large window with a view of the outside, etc. However, Norway only has to manage the resources for a population of 5.5M people. Meanwhile Texas alone has a population of 29M people. That's just one of several reasons why what they do over in Norway wouldn't be feasible in the US.
