I suspect, because it's an election year and who knows about next year, he's couching his answers to be safe for a particular base. Note the GQP spin on "concerned parents" (who made credible threats against public officials and SHOULD be f'ing investigated for it). He also doesn't want to talk about how the system was illegally skewed at the border under his watch, with "court hearings" scheduled at 2am when they are closed, pro bono attorneys being blocked from the border, etc. If policy doesn't work, I guess he's always up for a bit of light govt corruption.
