Why not have a team of fact checkers. If one of the debaters lies - a fact checker hits a button and a light goes on - with a counter that tallies the lies. The speaker gets to finish then the fact checker (team) corrects the statement or statements. This way the debaters get to make their entire statement, but a lie, or lies are immediately called out. This is not denying the other debater a retort.
