When you have a hero and a villain with the same amount of power, the villain is going to look stronger because he/she isn't held back by morals. Bucky is as strong now as he was before, but he's not going to indiscriminately tear through enemies like the killing machine that was the Winter Soldier, so of course he doesn't *look* as intimidating.
