If you think about it, Amanda's too lenient with Sam too. When she confronted Sam about the car accident Johnny mentioned she said "I can't believe I'm saying this, but your grounded." So even though Amanda grounds Sam, she apologizes for doing it, then only does so, for about a half hour. After Robby shows up, Amanda send Sam out on an errand to take him home and come right back. Sam goes to a party instead, which demonstrates she has no fear and / or repect for her mother.
