In slight defense of him he probably didn't expect perks he's used to being modified. It did however very clearly say it in text that he didn't bother to read however, and he did notice that muscle milk for example was modified so you would think he'd check them all out then

I think how the banishing works is once you banish one perk, it'll never be in "rotation" again BUT if you don't the perk you didn't banish will be in "rotation" again thus the duplicates.
