@mrbonaparte I agree that many times permits are not necessary. I represented a preschool in Sacramento county where the structural inspector said "There is no record of your modular trailer being installed in 1979; therefore you have installed it without permit." Because of the downtown Sac flood in the late 80s, the building dept uses that as an excuse for double fees. I found the permits, because they keep the pre 80's data elsewhere. This is typical for the city and the county.

still there are people that defends the abusive laws of code enforcement. I have just moved to a house in south florida and a NIGHTMARE to deal with this people. The worst thing, if your property had problems before you moved in, doesn't matter, the new homeowner is responsible for all violations done in the past, you are screwed up anyway. The commissioner are there getting your money and YOUR VOTE, YOU ARE VOTING IN THIS PEOPLE TO VIOLATE YOUR RIGHTS. This is happening for all over US.

Thank you Ricardo for your feedback. I wish that was the case as you optimistically recommend. I would challenge you to go to an Administrative Hearing, interview the owners, sit through the biased process and come to your own conclusion. Here is how I would ask you to view the proceedings: If your mother was being accused of an infraction in any similar court, would the process used by the City of Sacramento be considered ethical or a violation of civil rights?
