Chris and Marketa would probably be interested in some of the side materials information, since this show is so rich with subtextual plotlines. So long story short Milly and Lelouch were supposed to be wed in a political marriage, but it was called off due to the Ashford family losing most of their noble standing and being unfit to marry into the royal family. Ashford had sponsored Marianne Lamperouge, a commoner who was pretty much the baddest to ever do this Knightmare shit and was skilled enough to become a Knight of Rounds (Knight of Six). All the Nobles hated her but the Emperor doesnt care about status (as we can see with him granting Suzaku a spot) and fell in love with her. Once she was murdered, Ashford was stripped of pretty much everything for backing her except this dumb school and Marianne's old Knightmare Frame Ganymede. Can you see why Earl Lloyd was interested in marrying Milly? Returning to the point, Milly is older than the rest of the student body, since it's her school and her Grandfather is headmaster she basically can do whatever she wants. So not necessarily the student council but she herself can control the budget or hold herself back another semester which she's already done a few times. She also needs to be married off to a noble family so that the Ashfords can regain some rank, but every time they arrange a suitor she rejects and humiliates them. Milly actually likes Lelouch - that's why all of her silly events involve getting a prize from Lelouch or something personal to him. Sayoko knows this since she works for Ashford and pretty much helped raise Milly, Lelouch and Nunnally. That's why she thought in this episode "Milly, I wish I can just give you Lelouch's hat but..." Milly was crying in the shower at the beginning. This event wasn't to help Shirley, it was a last ditch effort to get Lelouch to look at her or else have to finally grow up and move on. In the end Milly was able to give up her own love and give a push to the girl that always comes running to complaining or agonizingly wishing for the same boy she likes and has known longer. At the end Milly admits that she lost and Sayoko kinda confronts her that she was really serious this time, and Milly admits that she was. Milly is a great friend and mature woman.

It's really sad that lelouch never looked at Milly as a love interest even though they were supposed to be married for political purposes. Milly couldn't even put her feelings first because she knew what he was going through and was forced to listen to Shirley talk about him.

The thing that makes the school episode's not so unbelievable is remembering that it's the most privileged school in the world in the super technologically advanced future its no average school its in the number 1 most dominant nation in the world noble family's and powerful political elites or the knights that are directly under the emperor go there the only thing that beats it is the home education of royalty (the kids of the emperor) that happens in their own palaces

Ashford Academy is absolutely amazing, sure. But actually, I'm think that the most prestigious and privileged schools in the empire would be within the Britannian homeland rather than one of their vassal states. I'm sure that the rest of the Emperor's children, like Prince Schneizel, went to the top-quality schools in the world. Ashford Academy just happens to be the one we've seen the most of.
