I don't think it was Lelouch's intention to hurt CC. But he gets really careless and destructive any time he feels like he's losing. At least he was remorseful and it wasn't a bad injury. But yeah I do agree that it takes more than that to make amends for that kind of emotional hurt to someone so vulnerable. But, I think that Lelouch being basically a net bad person once you really start to weigh his good vs bad deeds is part of the point of the show. He is the only one who has lead the Japanese this close to getting their home back. And he's the the only one who poses a threat to Britannia's Supremacy and Oppression. But does this really make up for all of the murder and exploitation in his wake? Not really.
