Actually better to say problem solving than DSA. But yes, one should be able to write the solution, by knowing complexity of solution and better approaches.

If someone is spending more than 25-30 minutes on just requirements, you are leaving very small room for actual discussion and dive in. I see Google/Microsoft interviewers suggest max 20 minutes in total to discuss on on the functional & non functional requirement out of 60 minutes.
