why at 12:34 the officer didn't rush back to his vehicle? he took his time walking back to his car. very confused

I'd assume it's due to the severity of the crime, and the fact that they got his information before he fled. That's why they were able to track his vehicle back to the trailer park and charge him prior to catching him. I'd assume the officer just didn't want to engage in a possibly dangerous pursuit over minor traffic violations when they've got everything they need on him. Maybe not the smartest tactic in this scenario arguably, but you can understand the logic at the very least.

He didn't need to pursue, that's why. They had all his info therefore they could catch the guy later.

@@Roddy556 Yes, however they can pursue if the officer deems that the offender poses an extreme danger to the public and needs to be apprehended immediately.
