Project can be done as PWA if you use ionic capacitor to convert it to an iOS and Android app. Capacitor also allows you to use platform native things like push notifications!

Making light theme with tailwind is actually not that hard. You can ask the designer to duplicate current color system and rewrite it for light mode with exact keys. And you have working prototype for light mode

btw to test loss of connection instead of using phone + airplane mode, you could go to the Network tab on Chrome and click the dropdown that says "No throttling" and change it to Offline.
