There will never be a path of exile two until they feel like they've ran out of ideas for league and game improvements, which with the ability of expanding your team, creates infinite ideas.

It really depends, if the game gets swarmed with too much content in the future or the ideas start to become too big for the engine to handle, and if it costs more to rewrite the whole code into a new engine for the same game than to make a sequel, then I believe it's very plausible a Path of Exile Two might exist. It will still be the same people working on it so it's not like expanding the team will stop.
