Ukraine added a provision to its constitution that no one can negotiate with Russia as long as Putin is in power. The parliament would have to vote to remove that clause and a legally elected president would have to sign off on it. Zelensky's term officially ended in May 2024. Elections need to be held to facilitate negotiations with Russia.
