The reason this plays instead of It Has To Be This Way is because Sam doesn’t know Armstrong’s true plans for society. He thinks Armstrong is creating an oppressive 1984 kind of society, when Armstrong actually wants the opposite, a society where the people are in full control.

I feel like in terms of difficulty (mostly talking about hard mode) Sam's DLC was the hardest of the three stories, while Wolf's story was probably the easiest.
