Also, the FBS teams they usually beat are not power house teams either so it’s still hard to tell. But I think they would make bowls games. Appalachian State is a good example of how I think they’d do.

While Ok State should arguably not have let it be that close, the fact is that the play should never have happened according to the rulebook. Per ncaa rules, a half can't end on an offensive penalty UNLESS it is a penalty that results in a loss of down, which was the case with the intentional grounding. So according to the rules, the untimed down should never have occurred. Even the conference officials and ncaa said as much after the game. The officiating crew was suspended if I recall correctly, or it may have just been a reprimand.
