Wow, they actually tested with the weather like that?! I legitimately thought they were sounding for a real warning at the beginning, until a minute later when they fired back up in attack/wail for about a minute. That is insane...I would never have let the sirens make so much as a squeak during a thunderstorm if I were the one in charge, regardless of if it was the scheduled test day/time or not! I bet 911 dispatch was flooded with calls from people asking what's going on lol.

This day there were General Non Severe Thunderstorms in the area so Hennepin County Emergency Management decided to go ahead with the Siren Test
