Because the cops are enjoying it as well. Its a fun chase for everyone. Need more of this on NP, but too many crims wants to immediately do a “rat” plan and get away as fast as possible and certain cops want to end the chase too quickly by pitting above 100+mph and using spikes too early.

it does yea, but the ram is kinda justified since it wasn't the start of the chase, they'd been doing "rat stuff" before in the sandking and this is technically a "vehicle swap" and the officers were kinda getting pissed so yea, they'd just rammed his ass (or perhaps a bubble, idk didnt watch cop pov)
