Limiting cricket to tiers will only ruin the game. ICC keeps making more money while not sharing enough funds to smaller cricket boards, they don't really have enough funds to run training camps throught the country to develop their cricket to a position to be able to play Tests that's why they're limited to T20s, meanwhile here we think that we are so privileged to play among first League teams, soon there will only be Big3 playing among themselves and in the end people will loose interest in the game for good. At this point ICC/BCCI doesn't care about India or Pakistan or even cricket, they're just milking money as much they can and kill the cricket.

It won't ruin anything if the tier system is dynamic. Teams doing better in tier 2 should be able to move in tier1 and teams doing bad in tier 1 should move in tier 2. This can change every year.

Splitting the teams might actually not be such a bad idea but instead of tiers, it should be divisions like in County Championship where teams are promoted and relegated. For creating the divisions the past WTC standings could be used. Let's admit Pakistan at the moment is a second division team alongside Sri Lanka, Bangladesh, West Indies, Afghanistan.

I hope its aimed to expand Test cricket, so they can promote more nations to Test status and ensure they play more tests to improve. But when there is money, I don't think logic is given a chance. The tier system is to ensure big 3 get to play with each other more and don't suffer in WTC rankling by having other teams playing against lower ranked teams.
