Speed force is basically chronokinetic displacement from temporal flow by generating a field of individual time through movement. If Wally can no longer simply run, then speedforce compensates by enhancing the time displacement significantly while he walks.

Wally's new power is Chronokinesis: Wally has developed the ability to stop the flow of time. This ability kicks in when his heart rate begins to rise too high from straining himself at super-speed. While stopping time, Wally has the same advantages of moving at super-speed, without needing to move fast at all.

Steven M Attrell Yup, though it's really hard to find pictures of it online, but there's one from way before the new 52 by simply searching "dc Tempest force beams" and it's listed in his pre new 52 version's powers too, and it's more magic based than physical power and powerful force beams than lasers, still very cool though.

I'm so glad the TV show introduced me to the character. I never read any of the comics and all the other media especially animated portrayed him as one dimensional and comical (runs in with a quip and smiles). I think he's my favorite DC hero after Batman.
