Maybe you could do an experiment? Heat reflective panels on top of the roof. One house with and one house without (close to same conditions) and check for heat variation. You should mount it like solar panels, with an air gap. The panels should be designed to dissipate heat from direct sun light as much as possible. Observed affect. 2 story home, 1st floor is cooler than the 2nd floor.
