You can't convert any shop front to residential even under PD, Offices you can, shops might only be the rear if something, shops converting into residential is far from straight forward, don't mix up with office conversion, EVEN UNDER THR NEW GUID LINES

You can convert shops under PD, it depends on the area, but usually best to do what Stacey did and leave part commercial

just make all parking lots into trailer parking spots and there you got cheap housing. oops trailer parks in all walmart parking lots. yep there goes the neighborhood but is necessary free trailer parking is all you need cost is 0 return is near 0.
